A Blueprint for Equality: A Federal Agenda for Transgender People

"When NCTE was founded in 2003, transgender people barely had a foot in the door of the Washington offices where major federal policy decisions take place. Now we're at every relevant meeting, and our impact is felt at almost every table where our issues are discussed."
The Blueprint for Equality presents an ambitious agenda for the transgender equality movement through federal policy change. The agenda includes strategies shown to be effective in the past in addition to continuing beneficial relationships with federal agencies and other advocates.
