The policies are not completely so because I know of many that have had gender markers changed without reassignment surgery but a letter from a doctor stating this person has had irreversible surgeries as breast implants or do to hormone treatments and if you look and sound as the gender your wanting to change to can also have a bearing on whether they change it or not.
